Poll taxes lead to more voters. Even though african americans and women finally got the right to vote they had to pay a fee. (as for everyone else) which some people couldn't afford to pay, so they couldn't vote.

This was an attempt to regester African Americans to vote in Mississippi. This is important because three men got killed because they were doing it when it was not allowed.
