    -this helped nations that were in trouble and needed defense.

    -nations were allowed to buy U.S. arms as long as they paid in cash and transported them in their own ships.
    -this policy was to help France and Britain so they could defeat hitler but it was too late.

  • U.S. Starts Draft (selective training and service act)

    • 1st peace time military draft
    • 16 million men between age 21 and 35 registered.
    • 1 million drafted for a year-serve in western hemisphere.

  • Tripartite Pact (Axis Powers)

    • mutual defense treaty between Gremany,Italy,and Japan.
    • Axis nations agreed to come to the defense of the others in case of an attack.
    • could be a military nightmare a two ocean war for the U.S.
