The South Carolina Ordnance was set to take full effect, nearing its deadline, Jackson kept urging Congress to pass the Force Bill, which gave him control to enforce federal tariffs in the military. The Senator Henry Clay of Kentucky proposed a series of bills that avert any violence over the issue, he even made the Compromise Tariff of 1833. The Force Act, gave South Carolina a reduced tariff, and gave the federal government a warning that they would not tolerate state nullification.
