The Progress of Special Education Through the Years.

  • A Sad History.

Many believed that little to no progress could be made in development of a child with a disability. Sadly families were strongly encouraged to place developmental disabled children within orphanages or institutions because of the burden their disabilities placed upon a family.
  • A Glimpse of Hope!

Legislation began to show support for children with disabilities encouraging intervention at an early age. The " Handicapped Children's Early Education Assistance Act" was passed by Congress introducing the head start program to the United States.
  • Baby Steps!

Despite the support of Congress many disabled students were still not receiving a fair chance of an education. In 1972,the supreme court ruled disabled students had a right to a fair and equal education
  • An Education For All Handicapped Children!

In 1975 the Federal Legislation passed the EAHCA or "Education for All Handicapped Children Act" stating that all public schools were required to provide an education for all students.
  • What a Great Idea!

In 1990 "The Individuals With Disabilities Education Act" (IDEA) was put into action requiring schools to asses the students needs. Theses assessments essentially allowed a students education to be transformed to fit the needs of the student.
  • A Brighter Future!

Through study and research we now know that disabled students can and will progress with early intervention. Progression may be different than that of peers but can occur if the student as well as the families are supported with RTI assessments, early age intervention, and support within the community!
