Kruger attended Weequahic High School. Her college years starts at the Syracuse University where she takes a number of art and design classes. A year later, she transfers to the Parsons School of Design where she becomes friends with photographer Diane Arbus and graphic designer Marvin Israel.

After working as a designer and editor for a number of publications and taking the role as a lead designer at a young age, Kruger felt that this was no longer her calling and wanted to break free from it. That's when she had some of her work displayed by curator Marcia Tucker at the New Museum of Contemporary Art in New York.This event opened new doors of opportunity for Kruger.

During the late 1970's, Kruger was living in Berkeley, California while pursuing to teaching and painting. She then became interested in photography and poetry where she published her own book "Pictures/Readings" using photographs and juxtaposition using narrative texts to convey her emotions.

After the publishing of "Pictures/Readings", Kruger continued working juxtaposition and word layouts on her photographs. Her images consisted of settings and people where she focused on mature topics such as women rights, violence, and the human condition.
