The History of Special Education 1820-2020

  • Braille System invented

    A young boy of 15 named Louis Braille, invented a system for reading for the blind. He used a series of raised dots to create a 63 character code "arranged in a six position matrix or cell."
  • Perkins School for the Blind

    After studying abroad, Dr. John Fisher, along with Samuel Gridley Howe, established the first school for the blind. This school focused on both academic and industrial skills allowing students to learn how to be independent, contribute to society, and pursue higher education.
  • Gallaudet University

    The first university for Deaf and Hard of Hearing people opens. This is a private university that offers individuals with hearing loss access to a wide array of courses to obtain undergrad and graduate degrees. It is located in Washington, DC.
  • Brown -v- Board of Education

    This case tried the notion that students should be segregated due to race. The courts overturned the ruling of using segregated teaching facilities and upheld equal opportunity rights for all persons regardless of race, ethnicity, gender, or ability.
  • Mills v. Board of Education of the District of Columbia

    Students were being denied access to the same educational opportunities as their counterparts based off of the claim that schools could not afford special education services. The ruling in this case enforced equal opportunity laws requiring schools to provide services to all students regardless disability.
  • Family Educational Rights and Privacy Act

    Better known as FERPA, this law protects the privacy of student educational records, releasing them to individuals by written parental consent only. The individuals who request access to student records must be authorized service support providers.
  • Education for All Handicapped Children Act

    This was the first law that was specifically designed to protect the rights of students with disabilities and their families. The law was inspired by students who had behavior issues in the classroom that was disruptive. It provided students the opportunity to learn much needed skills to function in society.
  • Individual with Disability Education Act (IDEA)

    This act has helped create programs for early identification of children with special needs, improved special education programs, and inclusion in mainstream classrooms and not institutions. It helps many students pursue higher education utilizing improved services and access to information.
  • Assistive Technology Act

    This law provided improvements to access and funding for assistive technology provided to individuals with disabilities to create equal access to all areas of life. It allows persons with disabilities to be more independent in pursing goals, employment opportunities, education, and services.
  • Every Student Succeeds Act

    Every child deserves to be set up for success. This act helped create improved education in general for all students. It created high academic standards and benchmarks. It provides opportunities to measure student academic growth, and it provides educational supports for success, and progress monitoring at the same levels of their peers.
