    This act was amended, to allow additional financial aid to low income students. This allows affordability to go to college. "This act targeted low-income students" (Higher education act reauthorized,2008).

    Thousands of parents in New York opt out of their children from taking standardized testing. They believe that learning is more "beneficial then standardized testing." (Daggett D., W., Gendron, S., & Heller,2010).
