The No Child Left Behind Act was passed in George W. Bush's Presidency. The No Child Left Behind Act was passed to improve the academic performance for all students, including students with special needs. The NCLB act expects students with special needs to achieve the same standards as their peers without disabilities and also requires students with special needs to complete assessments at the standard level as well.
