    16th amendment
    The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration. A modest central government dependent on consumption taxes and tariffs on imports to the much more powerful, modern government that fought two World Wars and the Cold War with the vast revenue that came from the federal income tax.

    The Senate of the United States shall be composed of two Senators from each State, elected by the people thereof, for six years; and each Senator shall have one vote.The electors in each State shall have the qualifications requisite for electors of the most numerous branch of the State legislatures

    By its terms, the Eighteenth Amendment prohibited “the manufacture, sale, or transportation of intoxicating liquors” but not the consumption, private possession, or production for one’s own consumption.Whether its ends were justifiable or worth the price paid for its enforcement is debated and will be discussed later (see the Twenty-First Amendment).

    The 19th amendment guarantees all American women the right to vote. Achieving this milestone required a lengthy and difficult struggle; victory took decades of agitation and protest.
