The signing of the Treaty of Versailles ended WWI. This treaty was written by the Allied Powers with no help from Germany. Part 1 of the treaty created the League of Nations. The other parts set Germany's new boundaries, took Germany's colonies, reduced their armed forces, and made them pay for reparations of the war.

The plan was created because the soviets had a fear of invasion, so they felt the need to speed up industrialization.
