This act was put in place to regulate free or cheaper lunch prices to students of low income families.This was meant to facilitate equal opportunities to an education .ESEA was also organized to create a grant program for students with disabilities.

Seven years later ,this law assured to secure free access to a proper public school education for students with disabilities.In order for the changes to be in effect,written notices had to be provided to the parents in regards to the placement of their children. ( Dietrich et al,2015)
