History of Special Education

  • Perkins Institute for the Blind opens

    The Perkins Institute was founded in Boston, Massachusetts. The institution was the first of its kind and believed blind children should be given the same opportunities, experiences, and hopes as sighted children (History of Special Education Timeline | Preceden, n.d.).
  • Beattie v. Board of Education

    Special needs students were suspended from school because they had facial abnormalities and drooling (History of Special Education Timeline | Preceden, n.d.). The students mental capacities were typical, but teachers and fellow classmates could not stand the sight of them because of their physical appearance.
  • Brown v. Board of Education

    Brown v. the Board of Education is a landmark case that said, "separate is not equal" (Timeline of the Individuals With Disabilities Education Act (IDEA), 2021). This case formed advocacy groups for desegregation and special education in public schools.
  • Elementary and Secondary Education Act (ESEA)

    Enacted in 1965, is the nation's national education law and shows a longstanding commitment to equal opportunity for all students (History of Special Education Timeline | Preceden, n.d.). Provides grants to state schools that put programs into place to educate students with disabilities.
  • Pennsylvania Association of Retarded Citizens (PARC) v. Commonwealth of Pennsylvania

    In the Pennsylvania Association for Retarded Children (PARC) v. Commonwealth of Pennsylvania ruling, the U.S. District Court sided in favor of students with intellectual and learning disabilities in state-run institutions (History of Special Education Timeline | Preceden, n.d.). PARC v. Penn called for students with disabilities to be placed in public schools that met their individual needs, based on a proper and thorough evaluation.
  • Section 504

    Section 504 of the Rehabilitation Act allows protection from discrimination of special needs and disabilities. The Section 504 regulations require a school district to provide a free appropriate public education (FAPE) to each qualified student with a disability who is in the school district's jurisdiction, regardless of the nature or severity of the disability in a Least Restricted Environment (LRE) (History of Special Education Timeline | Preceden, n.d.).
  • Least Restrictive Environment (LRE)

    Least Restrictive Environment (LRE) means a student with an IEP must be in a general education classroom (History of Special Education Timeline | Preceden, n.d.). Students must have meaningful access to same age peers without disabilities, when appropriate.
  • Education for All Handicap Children Act

    President Gerald Ford signed the Education for All Handicapped Children Act. This act required all public schools accepting federal funds to provide equal access to education and one free meal a day for children with physical and mental disabilities (Timeline of the Individuals With Disabilities Education Act (IDEA), 2021).
  • Handicapped Children’s Protection Act

    President Reagan signed the Handicapped Children’s Protection Act, a law that gave parents of children with disabilities more say in the development of their child’s Individual Education Plan, or IEP (Timeline of the Individuals With Disabilities Education Act (IDEA), 2021).
  • IDEA

    The Individuals with Disabilities Education Act (IDEA) makes sure all students, regardless of ability or disability, receive a free appropriate public education to eligible children with disabilities (Timeline of the Individuals With Disabilities Education Act (IDEA), 2021).
  • No Child Left Behind

    No Child Left Behind is a law signed by President George W. Bush saying all children should be proficient in math and reading by 2014 (History of Special Education Timeline | Preceden, n.d.). After much debate, the No Child Left Behind Act (NCLB) has come to an end.
  • IDEA Reauthorized

    The re-authorization of IDEA made several changes to include the IEP, due process, requirements for highly qualified special education teachers, and student discipline (History of Special Education Timeline | Preceden, n.d.).
