History of Special Education

  • First special education school in the United States was created.

    The first school dedicated to students with disabilities was called the “The American Asylum for the Education for the Deaf and the Dumb.” The school was located in Hartford, Connecticut. This event is vital to the history of special education because it marks the first time special education was acknowledged.
  • First state to mandate compulsory education.

    Rhode Island was the first state to require education for all students. This meant all students no matter who you were or if you had a disability or not, you were required to attend school. (All states did not require this until 1912) This helped many students with disabilities start attending public schools. I think this event is an important event because it marks the first time our country realized that all students deserve an equal education.
  • American Association on Intellectual and Developmental Disabilities

    American Association on Intellectual and Developmental Disabilities was created. It was the first professional association was created for people who had disabilities. It is now the largest association in the country that deals with intellectual and developmental disabilities. I think that this event is important because it marks the first time, Americans came together to create an advocacy group devoted to people who had disabilities.

    Brown v. Board of Education was a significant event in United States history because it marked the ruling that you can not segregate children based on race. It is vital to this history of education because reveals that all students deserve an equal education, no matter who you are. It should not matter about your race or anything else. ALL children deserve an equal education.
  • The Elementary and Secondary Education Act (ESEA) was signed into law.

    The Elementary and Secondary Education Act (ESEA) was signed into law. This document was signed by Lyndon B Johnson. The law stated that students must have equal access to education. It also called for funding for secondary and primary education who face poverty. This is a significant event in the history of education because it marks another law put into place that calls for equal education for ALL students.
  • Pennsylvania Association for Retarded Children (PARC) v. Commonwealth of Pennsylvania.

    Pennsylvania Association for Retarded Children (PARC) v. Commonwealth of Pennsylvania was an important court case in the history of Special Education in the United States. It ruled that students with disabilities should be formally evaluated and placed in a publicly funded school setting. This setting must meet each students individual needs.
  • Congressional Investigation

    The United States Congress wanted to investigate how many students with disabilities are not being helped. Out of 8 million children with disabilities, Congress found out 1.75 million students were not receiving and formal education and 2.5 million were not being served properly. This is important event in history because its a turning point in US history when Congress wanted to ensure all students were learning.

    President Gerald Ford sign the Education for All Handicapped Children Act in 1975. This law required the federal government to aid states with money to ensure that all students to be able to receive an equal education. This event is vital o the history of education because it was an important law that helped students gain access to equal education.
  • Public Law 99-457

    The amendment to the All Handicapped Children Act was Public Law 99-457. This law required students with disabilities to receive services from birth. Before this law, students with disabilities couldn't receive services until they were three years old. This event is important because it's another event that marked more education services for children with disabilities.
  • American With Disabilities Act

    The American with Disabilities Act was a law that outlaws discrimination against students with disabilities. The law outlaws the discrimination in all aspects of the child's life.
  • Individuals with Disabilities Act

    The Individuals with Disabilities Act (IDEA) was originally The Education for All Handicapped Children's Act. In 1997 it became IDEA. Several changes were made to the act. Students with disabilities were mandated to receive access to the same curriculum as general education students. Also, the developmental delay definition was extended to an older age.

    In 2004, there were some changes added to IDEA. 2004 changes called for early interventions for students with disabilities. The amendment also required more funding for special education students and higher standards for special education teachers.
