Due to the increasing amount of abilities and opportunities HTML 3.0 promised it caused the web browsers speed to decrease. Because of this, HTML 3.0 was abandoned.

HTML + never became a reality. Instead, it evolved into HTML 3.0.Sadly, the browsers were awfully slow in implementing any of the new improvements, only adding in a few and leaving out the rest.
