3 people from each state will gather together to discuss ideas for framing a constitution -
Write a draft of the constitution
After a few months of discussion, members from 2 states will be appointed to draft a constitution that incorporates the ideas discussed -
Submit draft of Constitution for alterations
Each state's members will need to submit feedback on the constitution -
Vote on which changes to make
Any change will need to pass with a 4/5 majority -
Ratify final constitution
Final draft of the constitution will need to be passed by 4/5 majority and signed by at least 1 member from each state -
Begin election process
Citizens will need to vote for a president as well as state officials, and elect 4 members who will represent them at the capitol
