This act was created because the United States was in the middle of the Cold War and the USSR just sent a satellite to space. The focus on the act was designed to help people in instruction for apprentices, designed to fi them for employment as technicians or technical skilled workers in scientific or technical fields.

This added to the the Vocational Education Act of 1963, the major success from this act was that it broadened the definition of vocational education and brought it closer to general education.

In 1998, a new act, based on the 1990 act, was created to allocate funds on a state and national level. These acts set forth the foundation for current CTE programs.

This was a law meant to increase the performance of the American school system. There was an increased accountability, more choices for parents and students, flexibility for states, school districts, and schools and put reading first.
