the states had more power through the top two, the power to tax and the power to allow laws from the congress. the congress had the four lesser powers, the power to wage wars, create money, sign peace treaties, and make peace. the balance of power weighted more towards the states.this was causing a major problem for the citizens -

the gov. was causing a major problem with the economy, the farmers had no money and shay led a rebellion against the gov. -
annapolis convention
there were 5 main problems, the solution to that was the recomendation of a new form of gov. -
constitutional convention
there were 55 delagates at the convention, they discussed trade, checks and balances, and the modern representation amendment. only 3 people refused to sign. -
ratification
the federalist were all for the constitution, while the anti-feds wanted to remain the same in the gov. the bill of rights was the first ten amendments to the constitution.
