    According to court documents, Nicole was pulled over by Hays on 58th Street south of El Cajon Boulevard at about 11 a.m. for a malfunctioning rear break light. During the next 20 minutes, Hays proceeded to ask Nicole unnecessary and unwanted personal questions, and "joked" there was a warrant for her arrest in order to get the victim out of her car. She refused and was eventually allowed to drive away.

    According to court documents, at 1 or 2 a.m. in early October (date not specified), Michelle was a passenger in a car driving on El Cajon Boulevard near the 7200-7300 block. Michelle had previously been drinking at a bar with friends. Their car stalled near the center median and Hays arrived on scene shortly after. Hays offered to drive Michelle to her home and she agreed. When they arrived, Hays threatened arrest unless Michelle performed oral copulation on him. Under duress, she agreed.

    According to court documents, Claudia was at 3735 College Ave. when she called 911 for domestic abuse protection. Hays, who responded to the call, remained inside her house after other officers left and cornered Claudia in her room. He proceeded to hug her and masturbate in front of her. He then left and said he would be back.
