America had independence, but couldn't get freedom from the British. The British ended up surrendering to America because they were supposed to get on ships sent from Virginia, but the ships never arrived. -
Treaty of Paris
The Treaty of Paris was started because the British Prime Minister saw the American independence, a chance to form an alliance. The Treaty of Paris also ended the war of independence.
