    The Bill of Rights is made up of the first ten amendments to the Constitution. The Bill of Rights came into effect as Constitutional Amendments on December 15, 1791. The Bill of Rights was first adopted by the House of Representatives in August of 1789. The purpose of the Bill of Rights was to protect rights of liberty and property. Originally, the Bill of Rights only protected the rights of White land-owning males, not women or African Americans.
