On January 13, 1996 in Arlington, Texas . Nine year old Amber Hagerman was abducted while riding her bike in a store parking lot were alot of the niegborhod kids would ride in. Her brother had turned around telling her her mom said only to go around the block. when her brother got home she was at the store parking lot still. but her mom said she would be home later.

A reporter from radio station KRLD approached the Dallas police chief shortly afterward with Seybert's ideas. This launched the Amber Alert

P.A.S.O. received almost-daily coverage in local media. Congressman Martinh ,drafted the Amber Hagerman Child Protection Act. President Bill Clinton signed it into law in October 1996.
