  • Arizona Proposition 203 is passed

    Prop 203, English for the Children. The resolution states that "all children in Arizona public schools shall be taught English as rapidly and effectively as possible." ELLs should be educated in immersion programs during a temporary transition period "not normally intended to exceed one year."
  • Alexander vs Sandoval

    Martha Sandoval was a Mexican immigrant living in Alabama who could not obtain a valid Driver's License because she could not speak English well enough to take the test - offered only in English. She sued the Department of Pubic Safety for discrimination. She won at trial in 1998 and the state began offering its driver's license test in Spanish and seven other languages.
  • No Child Left Behind Act

    The English Language Acquisition Grants program provides funds to states and school districts to improve education and English language acquisition of children who do not speak English. This program was created in NCLB and replaces several bilingual education demonstration and professional development programs that existed prior to the law. This formula grant program recognizes the growing number of ELLs and their dispersion across a large number of school districts throughout the U.S.
  • Arizona state legislature passed HB 2064

    HB 2064 modified the current SEI law to require schools to teach English Language Learners in a four-hour instructional block based on each student's language proficiency level.
  • AZELLA is made

    The Arizona English Language Learner Assessment (AZELLA) is a test given to students in grades K to 12 whose parents indicate on a Home Language Survey that the child's primary language is not English. AZELLA results are used to determine if children are either proficient in English or have English language skills. Students' proficiency scores determine appropriate placement for instruction.
