In 1712, several dozen enslaved people revolted, they started fires, then killed whites as they fought the blaze. The militia captured 27 enslaved people, 6 of whom committed suicide. The rest were executed. New York officials therefore passed a citywide black code that strictly regulated the behavior of both free and enslaved Blacks.

The new sugar act cut the duty on foreign molasses from 6 to 3 pence per gallon, retained a high duty on foreign refined sugar, and prohibited the importation of all foreign rum.

The stamp act was enforced to help pay for the seven years war as well as the sugar act. The stamp act included tax on newspapers, almanacs, pamphlets, broadsides, legal documents, dice and playing cards.
