It was created to aid Britain in the war while staying "neutral" at the same time. The USA gave Britain over 38 million dollars to Britain during this time.     75,000 Fillipino American troops surrendered to Japanese troops, and were forced to march 65 miles in harsh conditions and treatments, Thousands of troops died on the way to Mariveles.
