    In this first constitution it was defined that to be able to exercise the right to vote, it was not enough to be a citizen, since you need to be a man of legal age (twenty-one years), be married and own property, Also slaves that where the majority of the population doesnt vote.

    Slavery was abolished but the right to vote was granted only to those free men of legal age (twenty-one years), who were owners of real estate located in the territory (whose value was three hundred pesos or more), or who had an annual income of at least one hundred and fifty pesos
