Signs the U.S. Leadership Against HIV/AIDS, Tuberculosis and Malaria Act of 2003. The Act set forth the creation of the President's Emergency Plan for AIDS Relief (PEPFAR) to combat the global HIV/AIDS epidemic. As of September 2008, this initiative had supported life-saving antiretroviral treatment for more than 2.1 million men, women, and children living with HIV/AIDS around the world, including more than 2 million people in sub-Saharan Africa.
