    One weakness of the Pennsylvania constitution of 1776 was that the president of the Supreme Executive Council did not have the authority that governors have today. After 13 years a new constitution met in Philadelphia and wrote the state’s second constitution.

    Alexander Hamilton placed an excise tax on whiskey. This action hurt the farmers who grew corn to make the whiskey.
