    King Charles II owed Admiral Penn E16,000, William Penn Jr. was seeking a new haven in the New World for persecuted Friends, he asked the King to grant him land where Pennsylvania is now, The King signed the charter of PA march 4th, 1681, and it was proclaimed on April 2nd.

    The proprieter summoned a general assembly to Chester on the 4th of December. This assembly adopted the Great Law on December 7th, the code that became the fundamental basis of PA's law, and granted the liberty of conscience.
