The Naturalization Act of 1790 was the first rules put in place by the United States. This act offered naturalization to free white people who had good moral character thus this act excluded Indians, blacks, and slaves.

The Steerage Act put in place the standards for the United States of ships carrying people into the U.S. This act also made ship captains to show a list of passengers arriving.
