1739 - Benjamin Franklin and the neighbors petition wanted to stop waste dumping and remove tanneries from Philadelphia's commercial district. The foul smell, lowered the property values, diseases, and interference with fire fighting were all cited in this city. Franklin had argued for the “public rights”. The dumping still went on anyways. -

This is because individuals had polluted the groundwater sites, once they were polluted the groundwater would remain in a very unstable/ hazardous condition for many years and centuries. -
