Perestroika was a political movement for reformation within the Communist Party of the Soviet Union. Also he was associated with Soviet leader Mikhail Gorbachev and his glasnost policy reform. -

The treaty was made to stop the spread of nuclear weapons. The treaty did not come alive until 1970 and so on.
