Annapolis Convention

• Called to settle disputes among states over commerce
• only 5 states showed up

Consitutional convention

May 25, 1787

Took place in Philadephia. Goerge washington was over the convention . James Madison , often the led debates. Plus Madison wrote the consitution. Two plans were created while the consitution was being wrote. Virginia plan and New Jersey plan were the two plans. Compromises were also created .

The Great Compromise

created 2 house congress:
- 1. senate -each state got 2 votes

- 2. House of repsentation - respresentation was based on population.
- balanced out powers between large and small states

3/5ths Compromise

Slaves counted as 3/5th of a person when determining a state's representation in House of Reps.
