When the 27th Amendment was proposed in 1789 it was ment to be in the Bill of Rights but it got only six state votes and needed ten to be added. Since it didn't get enough votes it hasd to wait until it got 38 state votes. Maryland was the first state to ratify it in 1789.

During 1917 there was a time limit added to the constitution. The Archivist of the United States will notify the states when a new amendment has been proposed.

In 1982 Gregory Watson, a sophomore at the University of Texas- Austin needed a topic to write about in his government class so he wrote about the 27th amendment.
