    The 18th ammendmen wasinforced through the Volstead Act which placed the authority to enforce the amendment in theTreasury Department to define what legally constituted an alcoholic beverage.The corruption of officials during this time created disrespect for law in general and for Prohibition in particular. If bribes didn't work or became too expensive, violence insued. Prohibition was difficult and expensive to enforce and actually increased illegal trafficking without cutting down consumsion.

    Herbert Hoover was elected with an overwhelming majority and went into the White House with great hopes and aspirations. Those hopes were dashed seven months later when the stock market crashed and the country went into a deep depression. He and his administration was unable or unwilling to do anything about it.     Congress passes the National Idustrial Recovery Act, which establishes the Public Works Administration and the National Recovery Administration.

    While the Supreme Court ruled the National Recovery Administration an unconstitutional delegation of legislative power, the fact that it was even passed in the first place shows the turning point from an uninvolved and uncaring government to one that wanted to give businesses the opportunity to code with a federally supported plan- in exchange for having minimum wages and maximum hours.

    Most historians agrees WWII began on this date, when Germany invaded Poland. In the United States, Americans still were dealing with the depression, and FDR focuses on domestic matters. However, when Japan attacks Pearl Harbor on December 7th, 1941, war is declared on Japan the next day.
