Police chased a drug suspect on foot for nearly a mile. When ordered to stop, the suspect reached to his right pants pocket several times and was tasered. One of the prongs pierced his head. He died after being disabled. The lower court ruled against the man’s family and granted the officer’s qualified immunity from suit.
