In 1790, an act is passed to allow white men that are not citizens of the US to vote. But, due to different voting requirements for each state, the act of voting as a foreign white man was not immediate.

Property qualifications for white men changed up a lot in between this period. In 1828, the majority of white males were allowed to vote. During 1840, about 80% of the votes were from white men.
