The only child of a Presbyterian minister and teacher, Rice grew up surrounded by racism in the segregated south.

In 1967 the family moved to Denver, Colorado. She attended St. Mary's Academy, an all-girls Catholic high school. She graduated at age 16 in 1971. Rice enrolled at the University of Denver. Rice initially majored in music. After she attended Denver She attended an International Politics course taught by Josef Korbel.

Rice was a Democrat until 1982, When she changed her political affiliation to Republican, in part because she disagreed with Jimmy Carter.

In August 2012, Rice and South Carolina businesswoman Darla Moore became the first women to simultaneously become members of the Augusta National Golf Club, located in Augusta, Georgia. Just a few weeks later, on August 29, 2012, Rice attended the Republican National Convention in Tampa, Florida.
