    Despite the Nazi party possessing the most seats in the Reichstag, President Hindenburg refused to make Hitler the Chancellor of Germany, the 2nd most powerful position in government, due to his dislike for their use of violence and growing popularity. Eventually, Hindenburg reluctantly appointed Hitler as Chancellor, taking the advice of Franz von Papen and other powerful businessmen in an effort to contain Hitler.
