Canada creates a Department of Munitions and Supplies to manage the production of war materials. The Department of Munitions and Supplies had control over all orders placed by Britain in Canada. The act that had created the department was amended by parliament in August, giving C.D howe the power to mobilize and control to such an extent.

Following the German invasion of Poland on September 1. The British Prime Minister announced on the radio that Britain was at war with Germany. Following Germany, France declared war later that day. The first and only time Canada has declared war on another country. While Britain and France had declared war on September 3rd, Canada waited a week to make a decision. This delay proved to the world that Canada was entering the war on its own terms.
