After the Sui dynasty fell apart, the country became chaotic. Li Yuan, a noble in the Sui court, raised an army and declared himself Emperor Gaozu in 618. He changed the name of the state to Tang, starting the Tang dynasty, and kept Chang'an as the capital. Gaozu aimed to improve taxation and currency.
