The PARC v. Commonwealth of Pennsylvania (1971) case established that children with intellectual disabilities have a constitutional right to a free public education. Following that, Mills v. Board of Education of the District of Columbia (1972) expanded this right to include all children with disabilities, ruling that lack of funding is not an excuse to deny them access to education.
