The "Tariff of Abominations" was a protective tariff in 1828. The state of South Carolina Believed that the only benefit to the tariff went to northerners with their businesses while hindering southerners. The south needed tools and the tariffs drove the price of those tools up.

South Carolina had the right to declare some federal laws or acts null in the state. The proclamation addressed the people of South Carolina to warn them of the dangers that come to obeying the Ordinance of Nullification and that Jackson will do whatever in his power to make sure the federal law is followed.
