The New Zealand initially has no plan and initially arrives in (What will become) Nelson but decides the area is too small. They move onto Whanganui-A-Tara or what was to be Brittania. Later it's name is changed to Wellington to gain favour with the Great Soldier/Stateman.

In an effort to take the initiative away from Wakefield, Hobson signs the agreement which is then sent around the Country. There is concern that Wakefield might declare a separate state. The arrival of thousands of settlers is also expected to create issues. that will drag Britain into New Zealand anyway.
