The Mills Class action law suit come in at the same time the P.A.R.C Law suit was in the Supreme Court and then was moved over to Federal Law in 1975. There were 27 case that were followed by the P.A.R.C Law suit for the Federal Law to guaranteeing public education for all children,

There was a Class action law suit filed of behalf of 14 Children with disabilities that were denied public education in the state of Pennsylvania.

Took the Supreme Court 20 years to Applied cases with children with disabilities.
