10 years after Senator George Norris proposed the amendment it was finally brought to the Senate which is chaired by Senator Norris.

A little over a month later the proposed amendment that was passed by the Senate just a month earlier is at The House of Representatives and receives approval of this amendment.

Following the approval from the Senate and House of Representatives it is formally sent to the states for ratification.
