President Harry Truman, Prime Minister Winston Churchill , and Premier Joseph Stalin gathered to demand the surrender of Japan and set up a framework for postwar Europe. Each leader was trying to get the strongest position and the most influence for his own country, but the countries divided. The Potsdam Conference set up a competition between the United States and Great Britain, and the communist Soviet Union. This grew into the Cold War.

Over time they became more open to ideas, less communist, and new parliaments were made. Gorbachev had wanted to do multi-candidate elections reduce the communist party and they wanted to become even with the other countries and have more economic control. The word glastnost means openness and perestroika means restructuring.
